Commissioners voted 4-3 to approve accepting more detailed proposals from the three original developers. They will set a timetable for proposals from the developers in the next few weeks.
Shannon says there is another potential problem with Moch's proposal -- a major part of their project is a non-profit performing arts center.
"We can have a non-profit component to it. But the total for profit that would generate taxes had to equate about $150 million in investment," says Shannon.
